Seibel was known for his mail art and collage work. He owned Top Hat Rocket Studio in Stockton, California. In Chico, California he designed the weekly Community Paper with his art featured on the cover of many issues. His work was exhibited yearly in Stockton and is still shown periodically at S.J.
